After watching the film "Nightwatch" I was hoping to read the books from the series...the first book has been gone for several months. An amnesty is a silly idea and only justifies such theft.

This is often very productive at getting people to remember that they have held on too long as they can escape the fine which can often become reason to stay away. I remember when I was young that a forgotten library book was due to cost me about three months pocket money. I felt I had no option but to not use the library anymore but an amnesty gave me a way out of my own childhood folly.

I disagree that they are a bad thing.
