Margate's "Big Event" Moves: Cynical or Brilliant

The Big Event is due to move from the Palm Bay area to the doorstep of the Turner Centre.Is this a great idea or cynical backside covering?
Thanet District Council have announced that this to capitilaise on the Turner Centre Opening as if the Big Event would be better for the Turner Centre even though it will be smaller and therefore cheaper.
It seems to me that the turner centre has a lot more to gain than the Not-as-big-as-last-year Event. Is the truth that by moving the Big Event to the Turner Centre that TDC hope to prop up the art gallary? After all the council is set to pour a million pounds a year into the upkeep of the Turner Centre and no one has yet been able to show us any projected return on investment figures.
